Government's failure to act in web monitoring storm | | 2008/08/11 | | The working practices of digital technology company Phorm have been found to be of use to the government in monitoring private web use, according to Public Servant Daily.
However, critics have claimed that the Home Office failed to act when it emerged that Phorm has been using its know-how to specifically target advertising.
Governmental handling of concerns over website monitoring has come under the microscope ahead of an EU inquiry after Lib Dem peer Baroness Miller asked questions about discussions held between the government and Phorm.
By monitoring the browsing habits of web users, Phorm is able to tailor advertising and product placement to cater to emerging patterns of web pages visited by any given computer user.
Baroness Miller asked if government guidelines had been established to ensure that the public were aware that monitoring systems were being used and over consent procedures.
Trials were allegedly conducted by Phorm with BT in 2006 and 2007 and, despite restrictions over how comprehensively monitoring of private web use can be, the Home Office supplied little intervention when Phorm's activities were brought to their attention in June 2007. |
